How can Pakistan formulate a unified foreign policy???

Due to the ineffective role of Brahui, Hindko, Gilgit-Baltistan, Kashmiri, Kohistani, Chitrali, Swati, Derawali, Gujarati and Rajasthani elites, they have no effect in the foreign policy of Pakistan.

Due to the conspiratorial attitude of the Baloch elite, the Baloch are incapable of participating in the formulation of the foreign policy of Pakistan. 

Pathan and the Hindustani Muhajir elite have a dominant role in the formulation of the foreign policy of Pakistan. 

But the Pathan elite is leaning towards the Afghans and their interest in national affairs of Pakistan is limited to the social, economic, political and administrative supremacy of the Pathans.

The interest of the Hindustani Muhajir elite in the national affairs of Pakistan lies in gaining the social, economic, political and administrative supremacy of the Hindustani Muhajir and maintaining control over Karachi. While they are also in touch with India and other anti-Pakistan countries and groups.

Punjabi is the 60% population of Pakistan. Therefore, the primary responsibility for formulating a national and foreign policy of Pakistan rests with the Punjabi elite. But the Punjabi elites do not have the capacity to formulate the national and foreign policy of Pakistan due to the colonies of Ganga-Jumna Culture, Urdu-Speaking Hindustani Muhajirs and becoming their psychological slaves. Therefore, they are habitual to follow and implement the policy formulated by the Hindustani Muhajir.
